It sounds as if you're sharing an Apple ID with your daughter. That is going to lead to more problems like this. You should each have your own Apple ID. You can share content using Family Sharing.

On your cell phone go to Settings > Messages > Text Message Forwarding and turn off your iPad

The rate plan for the iOS device has absolutely nothing whatsoever to do with her having her own Apple ID.

On the iPad:

Settings > Messages > iMessage = "Off"
