iPhone 6 O2 sim unlock not worked

I suggest that you check with 3. Since you were able to activate the phone with an O2 SIM, it would lead one to believe there is no problem with the SIM reader in the phone. Since your 3 SIM is working in other phones, I wonder if it is how the SIM is programmed. I would check with them, they may have to provide you with a new SIM.

Try restoring the phone to factory again with the O2 SIM, and see if you get the Congratulations message, then try inserting the 3 SIM and if it will let you restore then.

You're supposed to restore the phone as new using iTunes, then you should've received a message saying " congrats your phone is now unlock", did you do that and receive that message?

When you say no luck, are you saying that you did not see the Congratulations message? If you don't see that message, the unlock is not complete. While that would also cause an issue, it wouldn't cause the message you saw. The message would be about the SIM not being supported, so I stick with my original thought.
