If you mean the default Files App, there's very little to setup.

As long as you are signed in to iCloud, your iCloud Drive files will appear in there under iCloud Drive.

For other services such as One Drive, Dropbox, or Google Drive, just install the relevant App from the App Store, and it too will show up in there.

Is it not reasonable to expect to be able to find a folder that the File app resides in and also connects to the iCloud app/drive?

I don't understand your question.

Can you, or can you not, see the FILES app icon as shown on the screenshot Phil024 provided?

User uploaded file

Can you find the FILES app by searching for it as he suggested in another post?

The FILES app does not live in a folder that an iOS user can see. It lives on one of your home screens.

It will connect to your iCloud drive once you have signed in to iCloud in Settings and enabled iCloud drive.

Once again, what are you trying to do? People want to help.

In Apple iCloud support/help it states this "

Open the Files app on your device to view, open, and organize all your documents stored in iCloud. You can also open any app that supports iCloud Drive, such as Pages, Numbers, or Keynote, then use the app’s document browser to view, open, and organize compatible documents. For more information, see the help section in the app on your device."

Now then I cannot find the Files app except in the App Store window. Cannot wr ap my pea brain around this discrepancy.

Does this make sense?

If the entry in the App store App has an "Open" button, instead of a cloud icon, that means the App is installed on your iPhone. If it has a cloud icon, then tap on it to download it to your iPhone.

If it has the "Open" button, then as said, you need to look for it on your different home screens and inside folders if you have any. It has to be there, as it cannot be hidden, or restricted. But it can be deleted and would need to be redownloaded as explained above.

You can use the Spotlight search to try to find it easier, by pulling down from the middle of the screen. Enter "Files" in the search box and hit "Search".

If its in a folder it will tell you which one.

It doesn't make sense to me cause everything I try doesn't seem to work like any other filing system I have ever used in all my 82 years.

It is not Finder for iOS. It is primarily a single app to manage all "cloud" services you may have, like iCloud, Dropbox, OneDrive and so on. If enabled by an installed iOS app, there may also be a "On My Device" option.

Again, it is not a full featured filesystem manager for your iOS device.

Please share what you want to do, and the community will help you understand how to do that or why the Files app can't do that.

Simply repeating that you can't set it up does not allow us to help you.

The Files App may reside in a folder on one of your home screens yes. What that folder is we cannot say. By default its not in any particular folder. It just exists directly on the home screen like other apps.

There is one folder created by Apple by default. The Extras Folder. It's possible its in there. Otherwise, any other folders would be created by you and we would have no possible way of telling you in which of those the Files App may be in.

Otherwise, I've already provided ways for you to find it:

You can use the Spotlight search to try to find it easier, by pulling down from the middle of the screen. Enter "Files" in the search box and hit "Search".

If it is in a folder, the search results will tell you the name of the folder.

We cannot tell you precisely where on your iPhone it is however as it depends on your own layout of apps.

Beyond that, you don't ever seem to answer any of the questions we ask.

Is there there something that is not clear about what we are explaining?

Can you, or can't you see the icon I've circled in the image I posted above, somewhere on your iPhone?

When you find it in the App Store does it have an "Open" button, or a small picture of a cloud?

Please answer at least one of these questions.
