My sister in Hawaii has a brand new apple iPhone 7. She never had an Apple ID. how can she activate her phone without an Apple ID? Or how can she create a new Apple ID with that phone?

Sign in with your Apple ID
Enter your Apple ID and password, or tap "Don't have an Apple ID or forgot it." From there, you can recover your Apple ID or password, create an Apple ID, or set it up later. If you use more than one Apple ID, tap "Use different Apple IDs for iCloud and iTunes."
When you sign in with your Apple ID, you might be prompted for a verification code from your previous device.
She'll also need a Mac or Windows based computer to backup the data on the iPhone.
Never mind I used my Apple ID to activate here phone. After the volcano settles down we can fix this problem.
If she makes any purchases, they will be tied to your Apple ID. She also risks losing some data when she creates her own ID. It would be best if she created and used her own Apple ID.
