iMessage won’t activate

I own an iPhone 5S and my iMessage isn’t getting activated.. I can send messages only to iPhone owners but not SMS.. I have updated my number in my apple account. I did provide 24+ hours of wifi for the activation but it won’t activate. What should I do?
