I remember having done that in Numbers '09, but the ability appears to have not made it into the newer versions. The only controls I see in the Table Inspector (Numbers 3.6.2) are to Show or Hide gridlines in the table. In the Cell section of the Inspector, though, are the cell border controls which do permit changing the colour, thickness and line style of selected borders of selected cells or groups of cells.
The overweight example below was done be selecting a single cell,
setting all four borders to 3 pt, black, solid line,
then copying the format of that cell. (option-command-C).
Select ALL cells (command-A)
Paste format. (option-command-V)
(The tables extends further down—the bottom border appears thinner because only a slver of it was captured in the screen shot).
