This is a user to user support forum. No one here has access to your account. At a guess however there might have been an outstanding payment due which the store has now collected. Check your account history or contact iTunes - Official Apple Support for details.

Hi there,
Encountered same issue. I went to my account page @ Appleid.apple.com, changed my password and edited my billing info simply by copying the shipping info over from the billing info, as my payment info was correct.
You can also follow the prompts directly from your App store where it gives you the message.
I then signed into iCloud, iTunes and App store as well as other Apple services I use with my updated password. Issue resolved.

But is it also supposed to do that when I use the ‘None’ option for payment? Since that is what it does
Try iTunes Support using the links posted earlier.
Apple may at some point require that you provide a payment method as a way to validate that you're using the appropriate iTunes store, even if you're only obtaining free content.
