this ipad cannot be activated for service

i tried restoring an ipad mini 4 that i bought on ebay but i keep getting this message, "there is a problem with your ipad" this ipad cannot be activated for service, please contact your carrier or apple support.

im not sure why i need to contact my carrier since its a wifi only ipad. does anyone know how to fix this
