How do I fix a apple iphone 4 that had been disabled without using computer or itunes

Iphone is disabled and I can't connect to itunes or to a computer

update to latest version of iTunes or try another computer

and do the following

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
