I had the same problem. I talked with Appple support 3 times and the escalated my problem to there engineers.
I ended up In settings I turned off iMessage and Facetime and did a hard reset (power button/Volume Down iPhone 7 Plus) twice. Then in settings tried so sign into iMessage and Success, then tried Facetime and Success again. I’m not sure if apple did anything or if the results were on my end. But everything has been running fine for 3 days now. Try it and if it doesn’t work call apple support. 1-800-692-7753
Yes, I’ve already used it before then I accidentally disabled it then when I activated it again the error was just occurred
