How to stop "access key in Keychain" popups

I get these popups all the time (see screenshot), repeatedly. How can I stop them from occurring? I expect that as soon as I enter the information and check "always allow" it should never ask me again. The repeated boxes might just be a buggy application (a VPN service), but I still always seem to have trouble getting out of the keychain requests.

The thing I dislike about dealing with the keychain is there is no x button, I want to exit out of them sometimes, and I can't figure out how to close them. It is like I either have to click Deny a million times or give it my password. It seems to me like there should be an x button or cancel somewhere or an "always deny" button.

On a side note, why do I need to allow access? Some new applications I download request access, and it always scares me that they are going to steal a password or something, even if it is an application I trust, it just doesn't seem like a secure way to handle keys. It is like saying "hey, this app x wants access to your keys," and I am wondering if there is a better way to manage this. Should I pay more attention to this to protect myself better?

Have you tried locking your login keychain and then unlock it again right away? I've recently had several problems where applications and services are trying to access our users keychains but even though the login keychain is unlocked they have to lock/unlock it for the apps to access it. Seems like a bug.
