So, nothing will connect to your iPhone Hotspot, correct? Since you have already tried the steps in the support document that I provided earlier, did you try the things at the bottom regarding Bluetooth and try it?

Get help if you still can’t connect to Personal Hotspot with Bluetooth

On both of your devices, turn Bluetooth off and back on:

On the iOS device that provides Personal Hotspot, go to Settings > Bluetooth and turn Bluetooth off and back on. Do the same on the iPad or iPod touch that needs to connect to Personal Hotspot.

If you still can't connect, follow these steps on your devices:

  1. Reset the Personal Hotspot setting:

On the iPad or iPod touch that needs to connect to Personal Hotspot, tap Settings > Bluetooth. Tap User uploaded file beside the name of the device that provides Personal Hotspot, then tap Forget this Device. Restart the iOS device that needs to connect to Personal Hotspot.

  2. Restart the iOS device that provides Personal Hotspot.
  3. Now you can pair your devices and try again to connect to Personal Hotspot.

If you still can’t connect, contact Apple Support to get help with your iPhone, iPad, or iPod touch.

If those don't work, you may have to try and reset your network settings, which will remove all of your wi-fi passwords but none of your other data to clear that and try to connect to the Personal Hotspot again. If that does not work, you can contact Apple Support, or contact your carrier to see if there is a problem with your personal hotspot for that device on your account.

All you need to do is stop replying. It will remain open, as others can respond if they search and find it, or experience the same issue, or come up with a cure. Does not require any action on your part. BTW, did you contact your carrier as I recommended earlier. If you were able to connect via Bluetooth but had no internet access makes me believe it could be an issue with your account. Your carrier may need to reset your Personal Hotspot access, since that is a carrier feature.

I’ve only got my iPad with me.

I could connect to my Wife’s iPhone hotspot (after putting in the password) perfectly OK, its the hotspot from my iPhone I can’t connect to. The iPad sees the correct hotspot and takes the password, and then nothing happens - just the wheel going round. My wife got exactly the same when trying to connect to my iPhone with her Android tablet, which leads me to suppose there’s something wrong with my iPhone setup, but if there is, I can’t see it.

Everything seems to be perfectly OK apart from the actual connection. It’s very frustrating!
