ID issues

I bought an iPhone 6 from England and it came with a apple ID, which is not allowing me to use the phone fully, i have tried contacting the previous owner through the Email connected to the Apple ID; but am not receiving any response from the person. please i need help from the support team to enable me use my phone fully. thanks
