Why isn't mail updating on all devices?

This just started after returning from a trip I have checked my iCloud and my mail settings and all are IMAP, but I deleted email on my Mac but it's not updating on my iPhone. I have rebooted both devices and have them both on the same wi-fi even. Also, my MAC is trying to save 257 drafts, which I don't have.
