I've already scheduled an Apple Store Genius Bar appointment for this issue. They ended up replacing the device. However, as soon as I upgraded to the iOS 11.3.1 on the replacement device, the same thing is happening, in terms of Face ID not being available.

That's very odd. I've had zero issues with Face ID on both our iPhone X and neither has anyone I know who has iPhone X. If you are using a cloud backup to restore from, there could be something corrupt you're bringing over to your phone. Restore your phone, but not from backup and give it a day or so to see if Face ID works as it should that way and if it does, you'll need to start the arduous task of bringing your apps, contacts, etc., over manually.
Given you've tried a number of solutions and it's not working, I'd schedule an appointment at your Apple Store Genius Bar for them to evaluate your phone.
