How do I EASILY convert a Voice Memo into a ringtone?

I've searched around and found older threads and outside advice on how to convert a Voice Memo to a ringtone. None of these worked, and I don't think I should have to add another app to my phone to do this.

Does anyone have instructions on how to easily, simply do this on my iPhone and/or Mac? It shouldn't be this difficult...
