i use the photo location data in iOS Photos regularly and am considering buying a GPS capable point and shoot camera. Does a photo taken by the p & s have all of the same functionality when uploaded to an Apple device. If I search nearby for photos are they treated identically as the native IOS photos taken with a phone.

Apple attempts to have so many features proprietary I hope they allow other data to flow that easily.
Yes. As long as the camera imbeds the GPS data in the correct fields Photos will handle them the same as files from an iPhone.
GPS, EXIF and IPTC metadata are industry wide standards. Any camera which has GPS today will be compatible with the Photos library.
