Iphone icloud not sharing photos

Problem: My iPhone have Icloud shared folders/albums corresponding to what I want

#1 folder have 310 items with images = thats ok

#2 i even created the new folder to test the sync and other stuff - with 300 images

Icloud on my MAC - is repeatedly adding the same photos to the shared folder #1 counting 580 - cloned images

folder #2 is not even created on my MAC as shared album

My Icloud on Windows 10 PC - is not even working, i reinstalled it 2 times , not syncing, repeating to sign me in - then reset all settings, cant even see what i have in Icloud drive

Most IMPORTANT - i lost all things from Icloud Drive due to this Windows 10 issue - becasue unninstaling just deleted all ......

I recently changed my name ID (emails)

and also upgraded my Drive plan to higher to 200GB

Can you please give me some support or advice and HELP ME ? I lost all my photos from Drive and Icloud
