Inherited iPad, unknown password

My grandmother passed away 2 years ago and because of a number of reasons, I have only just attempted to reset her old iPad. The trouble is, I do not know her password to her apple ID and for some reason, when I attempt to answer the security questions, it won't accept her birthday. I've tried every other family member's birthday who may have helped her set up the account, but none of them seem to be working. Has anyone had experience with this or able to suggest anything that may help? Thank you!

Take the device, the original purchase receipt, a copy of the death certificate, a copy of the will to show it is yours (if possible) and a photo ID to the nearest Apple Store.
