Try an SMC reset:

If that doesn't work boot into Recovery and Reinstall Mac OS. Or if you have a Time Machine backup choose "Restore from Time Machine Backup."

If that doesn't work you may need to use Internet Recovery Mode to wipe our Mac, reinstall the original system it shipped with and upgrade from there. Hold down option-command-r on startup.

Uh oh. If the below screen is what you're talking about, a firmware password has been set on your Mac. If you bought your Mac from someone else, ask them for the firmware password. If you're the original owner of the Mac, take it to the nearest Apple Store or Apple Authorized Service Provider to get the firmware password removed.

Also, if you're seeing the below screen when you turn on your Mac or after it restarts, your Mac is likely having recurring kernel panics. This is when an unexpected error has occurred and the only safe thing your Mac can do is to restart. For more information on resolving kernel panics, check out this article: If your Mac spontaneously restarts or displays a message that it restarted or shut down because of a problem - Apple Support

Take note that if you wish to normally boot Recovery Mode or invoke Startup Manager to select a different startup disk, you must know the firmware password (or disable it) in order to do this. If you wish to boot Safe Mode or use other startup modes, the firmware password must be disabled first.

Despite a firmware password being set on your Mac, try doing a NVRAM reset. Apple notes that this command will either be ignored by the firmware password, or cause your Mac to boot Recovery Mode (which you can then use to diagnose and repair your Mac). To attempt a NVRAM reset, hold down these keys while you turn on your Mac:

Option-Command-P-R
