Your Phone storage and your iCloud storage and have nothing to do with each other, two totally different things
check your iCloud storage using this info - Manage your iCloud storage - Apple Support
check your phone local storage by going to settings ==> general ==> iPhone storage - you can not upgrade this except by purchasing a new iPhone
