why wont my iphone send messages to specific people

My iPhone 6s won’t send messages to one person or it won’t deliver and after a while it turns green and I am morning able to call this person it goes right to voicemail and when I try and FaceTime them it doesn’t work but sometimes when I text it works and then after awhile it fails
