What is the easiest way to download iCloud photos into Windows10 on my PC

I write a lot of stories on my Win10 PC With inserted photos.

I need to resize those 40 - 50 photo down to 0.1 meg bytes (100k) to fit into normal mail.

Now that many of my pictures come from my iPad (iCloud), I need to easily get them into my PC drive to resize and insert.

Bottom line: FEWEST STEPS TO GET ICLOUD .JPGs ONTO PC DRIVES....
