Charger has to be plugged in a certain side

My iPhone will only be charged when plugged in with a certain side of the cable, if plugged in with the wrong side, it continuosly charges then un-charges many times a second (flashes). What is wrong with my charger or iPhone (7)?

lint and dirt in the iphones connector does that clean it out
