Why am I being charged a credit card fee using Apple Cash when using a debit card?

I am trying to add money to my Apple cash account and keep getting a message saying I need to add a debit or credit card, but the debit card is already in my wallet. So I tried sending cash directly from my debit card and was being charged a credit card fee.
