Can touch ID be used in keychain access and other places?

So I have a MacBook pro with touch ID but I find it very annoying that I still have to type in my password in a bunch of places. Apps like System Preferences and Keychain access are nutorious for this. Is there an option to enable Touch ID System wide, everywhere?

MacBook Pro, OS X Yosemite (10.10.2)

If your Mac keeps asking for the login keychain password - Apple Support

Use Touch ID on MacBook Pro - Apple Support

macOS Sierra: Use Touch ID on your Mac

You can also use Touch ID to unlock these features on your Mac:

  • Password-protected Notes
  • The Passwords section in Safari preferences
  • System Preferences
Note that you must type your password rather than use Touch ID to unlock the Security & Privacy pane and the Users & Groups pane (if you have FileVault turned on).
