I can’t buy apps with my mobile balance

I want to buy something in the game and it’s like 150$ so i went and I saw payment method so I clicked the mobile balance so now I put 150$ on my phone to buy the item and it’s say (try again)

Can’t buy games with apple account balance When I try to buy a game on my iPad that costs money (first time) it has my account balance available as a payment option, however when I click on the option, nothing happens. I know that I can use the visa option if I verify it, but I want to use my account balance instead.
