I owned an iTunes account that crashed due to a contract from Apple, and how i can recover the money ?

Not sure what you mean when you say that the account "crashed," but if you still have a balance in your account you can use it by logging in from iTunes on a computer, iPhone, or iPad. Account balances do not expire.
