If you know the SIM PIN on your iPhone, try turning it off following the steps here:

It's important to note: Don't try to guess your SIM PIN. The wrong guess can permanently lock your SIM card, which means that you would need a new SIM card. If you are unsure what the SIM PIN currently is, you'll want to contact your carrier for help.
