why when i go to make an in app purchase does it not let me use my apple id balance from a gift card to pay for it.

When ever I go to pay for an in app item it doesn’t ask me to use my Apple ID balance. I have $20 on there and it just tells me I need to verify my payment method but I don’t have a payment method setup. Can some one please help.
