Find my friends

My cellular data for the application find my friends is off ? How come is it still possible for my friend who is following me to still have me location. Moreover I set up the location service to only while using. I’m on my cellular data no WiFi but I diseable the app’s cellular data

does it mean that the only way to not get my location is to turn off my cellular data totally ?
