First, force close any open app, so we know nothing is trying to access the keyboard: How to force an app to close on your iPhone, iPad, or iPod touch - Apple Support , then restart your iPad: Restart your iPhone, iPad, or iPod touch - Apple Support . Once the iPhone is back on, disconnect any paired Bluetooth keyboards, then open an app and check to see if the on-screen keyboard works.

If you're still unable to use the keyboard as expected, I recommend backing up your iPhone: How to back up your iPhone, iPad, and iPod touch - Apple Support , then reinstalling the iOS software using the "Put your device in recovery mode and set it up again" section of If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support .
