There is actually no Yearly fee for iCloud. All prices are monthly.

If you downgrade, your total iCloud storage will be 5GB instead of your current 50GB.
Yes. That is what downgrading means. You lose the extra storage you upgraded to previously.
There is no way for you to keep the 50GB without actually paying for it.
I didn’t need for you to verify the def of downgrading after you looked it up. Obviously Apple does not offer a flat rate for 50GB so a $12 yearly fee is in place~Infinately.
