trying to unlock phone

1. Carrier locked?

Only the carrier that locked the iPhone can officially unlock, not Apple or anyone.

2. Activation Lock?

Only the rightful owner's Apple ID & password can unlock, not Apple or anyone.

Please specify if it's other lock.
