You need to know the Apple ID and password of the lost iPhone.
If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
Otherwise, you could locate my iPhone, or anyone else's iPhone (if you didn't need the Apple ID and password). That would not be good.
