Character viewer doesn't work

Hello, my character viewer does not add characters when I double-click on them. What's wrong? Thanks!

Character Viewer/Emoji Panel does not open. (10.14.3) I've had a long-standing problem where character viewer/emoji panel does not open for me. I have the box checked in settings. I tried to check to see if another shortcut was overriding it, but it doesn't appear to be so. When I press the keys, it acknowledges it in the highlighting feedback of the "edit" tab. Character set problem in Finder/App Switcher (and option menu's etc) I'm seeing the following characters (see picture) instead of readable strings, not sure how to solve this. Any one who can help me with this problem?

Thanks for the reply, Tom. Nope, nothing works. I have tried inserting into Mail messages, online forms, TextEdit, Pages. I'll see what happens if I restart.
