iPod shuffle (3rd Gen Late 2009) will not sync with iTunes 12.7 ?

I have recently found a old 4GB iPod shuffle (G3). When connected to the USB to 3.5mm plug unit seems to charge correctly and connects to iTunes (it recognises the version 1.1 os etc).

When I go sync music, it seems to see the library and all the tracks playlists etc.. but after the sync process the storage shows empty still... looks like it wants to sync with no outcome.

Any help appreciated..
