PDF files and ipad

I read .pdf files on my ipad pro. I used to add them via itunes. Apple decided to break that function. I use .pdf manuals for business devices. Transferring by dropbox, email, or any one at a time method is not practical. How do I get .pdf files to my ipad pro from my windows 10 PC?
