Location keeps jumping and freezing

On my iphone 6S IOS 11.3.1 my location has been completely off for about a week now. On any app I can view my location while walking my icon will be in the wrong location, freeze whenever I walk or go completely off course.

I’ve tried turning the location services off and on, deleting the apps and reinstalling them and turning the phone itself off and on. I usually have full signal while using these apps too and previously the location has been working fine.

Location services icon on when “status bar icon” is off i have turn off “status bar icon” but the location status still stays on my iPhone Xr. When I turn off location services it stays there for like 3 seconds and then turns off but the toggle does not work.
