If you're sure that your mail icon is not hidden in a folder (check it, please), read these support guides:

If your iphone is running iOS10:

Remove built-in Apple apps from the Home screen on your iOS 10 device or Apple Watch - Apple Support

If your iphone is running iOS11 or later:

Delete built-in Apple apps on your iOS 11 device or Apple Watch - Apple Support

On both guides, go to section: "Restore a built-in app that you deleted"
