How do I change my carrier settings
i inserted a new sim into my iPhone and I cannot connect hotspot to my lapto. It redirects me to contact my carrie.how do I do that?

Call your carrier or use their online chat service if they have one. The Carrier is the company that is providing the cellular services for your iPhone.
It seems your Cellular service Plan is not provisioned to allow personal Hotspot and needs to be altered to do so by your cell company.
