How to stop two factor Authentication Notice on iphone

Hi, I have an Iphone 7 and 7+ and both are displaying a message several times a day "Set up Two Factor Authentication" I don't want this, don't tell me I have to have it please, I have two step verification already of course which makes it easier for me to log into my Apple accounts when ever. Two step verification requires you to have the primary phone number with you 24/7 I have two phones different phone numbers and same apple account. You see I dont want the two factor I want the two step.

I have spent hours trying to fix this and stop the constant nag:

Reset my phone

Reset my account

Sign out reboot, sign in.

Two factor has always been off in my online apple id account. I checked and double checked.

I have read article after article and nothing has worked

ios 11.3.1 and this just started to happen about 5/20/2018 its more than maddening I want to go to samsung again at this time just hate it hate it hate it. Please save me from android.
