Hi,
I'm trying to create an apple ID for a child and after agree the "Parent Privacy Disclosure" the following error message is displayed:
Cannot Complete Action. This action cannot be completed at this time.
I've tried several times from different devices (iPhone and iPad) and the same issue occurs.

Are you using PayPal as your form of payment? Change it to a debit or credit card to add family members and it will solve your problem. Part of setting up the account is to verify the security code on your card, and they can't do that with PayPal.
