Bluetooth devices not discovered ipad iphone

New bluetooth devices are not "discovered" for pairing. This started after the IOS 10 update a while back. The ipad/iphone will only show devices that were set up prior to the update. I have tried all the solutions here and nothing has worked. It is close to device, have turned bluetooth and ipads off, have reset networks, cannot "forget device" and pair again since the device is never discovered. This is for 6 different bluetooth devices, 3 Amazon, 2 Bose, and a Memorex speaker.

Does Apple EVER monitor these discussions? I am not the only one with this problem. A similar discussion is marked "solved" but I don't see many of the posts stating this is fixed. It is not fixed at all. This is typical of the Apple brand. Customer service is non-existent. I have had 4 iphones, 2 ipads, and a laptop. I hope I never have another Apple product again.

Have you put the devices you are trying to pair into pairing mode?

I have never had any issues pairing a Bluetooth device with any of my Apple devices.
