how can I download multiple icloud photo libraries to a single windows pc

We have a single home computer with a single login account. We want to be able to download all photos we have in our two iCloud accounts (one per iphone). How or can this be done (it appears that if I try to change the download destination folder, iCloud for Windows just ignores it otherwise this would be my go to solution)?

And yes, I do have a MacBook Air but the same issue applies...trying to get the information from two (or more) iCloud systems to one computer. Any help would be appreciated.
