Cant Add Discover Card back to iPhone 8 Plus

Greetings

I purchased a new,not refurbished iPhone 8 Plus to replace a broken iPhone 8 Plus. I cant add my Discover card back to the Wallet because Wallet says its already there. Wallet does not list the card so I cant delete or edit whatever is there. I have tried the following

Add card from Wallet app

Add card from Settings

Enter card info manually and using auto recognition feature

Reset all passcodes

Reset phone

Contacted Discover card, they referred me back to Apple
