Why can't I update iMovie in the App Store?

The App Store keeps saying the iMovie update is incompatible. What is wrong?

iMac with Retina 5K display, macOS Sierra (10.12.6)

Nothing. iMovie 10.1.9 requires at least 10.13.2.
