I have an 5c iphone and recently it says that visual voicemail is currently unavailable.

I can no longer get voicemail. It says that visual voiocemail is not available. I don't have visual voicemail.

iPhone 5c, iOS 10.3.3

First try restarting your phone: Restart your iPhone, iPad, or iPod touch - Apple Support

If that does not re-enable Visual Voicemail call your carrier, as it is a carrier function.
