Hi have limited internet, and I need to first upgrade to El Capitan before I can get to High Sierra. I don't have the internet connection or the data to do this. Do any of you know if I can purchase a disc from Apple for these two upgrades?
You can’t. Go to a Mac which has a faster Internet connection with one or two thumbdrives and use DiskMaker X to create the installers.

That's not a good idea.
macOS downloads are tied to an Apple ID, using a CD someone created will undoubtedly be tied to their Apple ID and you will be unable to update later if required as you won't have the password for it. You also would have no idea if any sort of keylogger or other malware was introduced into the installer.
At best you get an installer that you won't have the Apple ID and password for.
At worst you get a hacked version of macOS.
I see. Thank you. I looked around, and there are a few folks offering disks via ebay. I may just do that.
