Can't subscribe to iTunes Match

I have been trying to subscribe to iTunes match for many days. Transaction always fails with error code -42110. What is wrong? I'm in Canada if it matters.

Windows 10, null

Read this support doc If you can't connect to the iTunes Store, iBooks Store, or App Store - Apple Support. Does this help?
